Buying electrical steel for Italy: EN grades, EU duties and CBAM, CIF quotes to Genoa
Italian buyers specify EN 10107 and EN 10106 grades. This guide matches them with Baosteel grades and explains the EU anti-dumping duty on grain-oriented steel, CBAM reporting and CIF quotations.
EN grades and their Baosteel match
An EN name gives the maximum loss and the thickness: M270-35A means at most 2.70 W/kg at 1.5 T, 50 Hz, in 0.35 mm non-oriented steel. For grain-oriented steel, loss is measured at 1.7 T; S marks conventional and P high-permeability grades.

EU anti-dumping duty on grain-oriented steel
Regulation (EU) 2022/58 imposes a definitive anti-dumping duty on grain-oriented electrical steel thicker than 0.16 mm from China, Japan, South Korea, Russia and the USA, applied together with minimum import prices. The measure is due to expire on 18 January 2027 unless an expiry review is opened, and in 2026 the Commission also began examining further protection for this product. Non-oriented steel is not covered by this regulation. Ask your customs agent for the rate that applies on your import date.
CBAM from 2026
Electrical steel falls under chapter 72 and is covered by the EU Carbon Border Adjustment Mechanism. From 2026 importers above the annual threshold must be authorised CBAM declarants and report the embedded emissions of the steel they import. Ask us early for the emissions data you need; we request it from the mill.
Shipping to Genoa, La Spezia and Trieste
- Genoa and La Spezia serve Lombardy, Piedmont and Emilia-Romagna; Trieste suits the north-east.
- Coils in 20-foot containers on fixed saddles; laminations and cores on pallets or in crates.
- Wood packaging is ISPM 15 treated and marked.
How a CIF quotation works
Under CIF (Incoterms 2020) we book the ocean freight and buy cargo insurance to your named port of destination. Risk passes to you when the goods are loaded on board at the Chinese port; unloading, import clearance, duties and inland delivery are on your side. CIF only requires minimum insurance (Institute Cargo Clauses C) for 110% of the contract value, so ask for Clauses A if you want all-risks cover.
What to send for a CIF quotation: grade (or the standard and loss class you need), thickness and width, coil ID/OD or lamination drawing, quantity per shipment, destination port, required documents, and whether you want Clauses A insurance.
Documents with every shipment
- Commercial invoice, packing list and bill of lading
- Baosteel mill certificate and our inspection report, traceable by coil number
- Insurance certificate (CIF)
- Certificate of origin, and mill emissions data for your CBAM report when requested
